The shared facility allows for more informal cross-fertilization of thinking, as well as a quicker dissemination of information and new ideas throughout the organizations and among the policymakers they serve, greater synergy in activities, both in the selection of projects and in the concepts utilized within projects, improved capacity for effective collaboration, yielding more formal collaborations among the staff and members of the three organizations, and richer educational experiences (and more opportunities) for interns and graduate students involved with each organization.

The State Higher Education Policy Center (SHEPC) was incorporated under the laws of the State of Colorado by three nonprofit corporations; National Center for Higher Education Management Systems (NCHEMS), State Higher Education Executive Officers Association (SHEEO), and the Western Interstate Commission for Higher Education (WICHE).
